    Local Urban Planning Plan (LUPP) – Kos Island

    The Local Urban Planning Plan (LUPP) is a strategic spatial planning framework that defines how a municipality will develop over the long term. It establishes the fundamental rules for land use, building conditions, environmental protection, infrastructure planning, and overall spatial organization.

    Its purpose goes beyond regulation. The LUPP aims to provide clarity, stability, and direction, improving quality of life for residents, supporting healthy economic activity, protecting natural resources, and ensuring that future development is planned, balanced, and sustainable.

    On Tuesday, January 13, the alternative spatial development scenarios of the Local Urban Planning Plan were officially presented. The process is currently open for public consultation, before a final decision is taken by the Municipal Council of Kos.

    Following the presentation of the scenarios within the framework of the Local Urban Planning Plan for the Municipality of Kos, we would like to clearly state our position.

    The scenario of mild intervention is the one that finds us in agreement.

    Kos is an island with specific limits, sensitive ecosystems, and increasing pressure on key infrastructures such as water resources, road networks, and public services. Under these conditions, development must be realistic, carefully planned, and aligned with the island’s actual carrying capacity.

    The mild intervention scenario appears to offer a balanced and responsible approach:

    • it safeguards the natural and cultural identity of the island,

    • establishes clearer and more rational spatial rules,

    • supports quality-oriented entrepreneurship rather than uncontrolled expansion,

    • and promotes a sustainable, long-term development model.

    At the same time, we consider it essential that spatial planning is supported by sound economic analysis, ensuring that the consequences of each scenario are clearly understood — not only in spatial terms, but also in relation to infrastructure costs, resource availability, and social cohesion.

    As professionals actively engaged in tourism and local development, we firmly believe that Kos does not need growth at any cost, but better, smarter growth, with respect for the island, its people, and future generations.

    Meaningful participation, transparency, and evidence-based planning are key for the Local Urban Planning Plan to become a true tool for progress — not merely a formal administrative process.
